Any website claiming an exact single percentage for a bottleneck is scientifically inaccurate. A PC has no single bottleneck: the exact limiting factor fluctuates constantly from frame to frame depending on the game engine, background apps, graphics settings, ray tracing, and resolution.
Is having a bottleneck harmful to my hardware?
